B-BBEE sworn affidavit for small businesses (EMEs)

How exempted micro enterprises (turnover R10 million or less) prove their B-BBEE level with a free sworn affidavit instead of a paid verification certificate.

Do you need a certificate?

Under the Codes of Good Practice, an Exempted Micro Enterprise (EME) with annual turnover of R10 million or less (lower in some sector codes) doesn't need a paid verification audit. A sworn affidavit is enough proof of your B-BBEE status.

Your level

  • 100% black-owned: Level 1
  • At least 51% black-owned: Level 2
  • Otherwise: Level 4

How to get one

  • Download the EME affidavit template for the generic or sector code from the dtic website (thedtic.gov.za)
  • Fill in your details, turnover and ownership
  • Sign it in front of a commissioner of oaths (a police station is free)
  • Companies registered with CIPC can also get a B-BBEE certificate for EMEs through the CIPC/BizPortal services

Keep it current

An affidavit is valid for 12 months. Renew it every year and send it with tenders and new supplier forms.
